Repeat Offender Program

The Repeat Offender Program (ROP) began in January 2010 with the goal of identifying high-rate offenders who frequently and negatively impact our community. The ROP concept is based on a contemporary understanding of career criminals: The small number of high-rate offenders is responsible for perpetrating the majority of all criminal acts in a population. The goal of ROP is to identify these high-rate offenders in our community and, utilizing modern and proactive enforcement strategies, hold them accountable for their criminal behavior.

ROP is coordinated through the Criminal Investigations Division, and is staffed by 2 Detectives and 2 Patrol Officers. ROP is supervised by 1 Lieutenant. Those assigned to ROP receive specialized training, and utilize specialized equipment in enforcement strategies. ROP is an enforcement unit within the Riley County Police Department with a schedule that adjusts to the needs of the Department, and the criminality of the offender.

ROP coordinates with local, state and federal prosecutors, probation and parole officers, as well as other state and federal law enforcement agencies. Additional responsibilities of ROP include investigating violations of the Kansas Offender Registration Act, conducting surveillance, collecting intelligence, and fugitive apprehension. Often ROP is tasked with preparing and executing high-risk search and arrest warrants on targeted locations and suspects, and assisting with interviews and follow up investigations.
