MANHATTAN, KAN. -- Officers executed a search warrant at approximately 9:36 p.m. on Jan. 15, 2026 in the 1600 block of Woodcrest Drive. The results of the search warrant led to the arrest of David Labombarbe, 39, and Bailey Crumpton, 27, both of Manhattan. Labombarbe was arrested for distribution or possession with intent to distribute heroin/fentanyl within 1000 feet of a school (3.5 grams but less than 100 grams), distribution of substance in 65-4105h (10 units but less than 100 units), possession of opiate/opium/narcotic or certain stimulant, possession of depressant, criminal use of weapons, possession of paraphernalia with intent to manufacture/plant/cultivate controlled substance and use/possession with intent to use drug paraphernalia. Labombarbe was issued no bond and remains confined in the Riley County Jail at the time of this report. Crumpton was arrested for possession of opiate/opium/narcotic or certain stimulant, use/possession with intent to use drug paraphernalia and interference with a law enforcement officer. Crumpton was issued a total bond of $9,000 and remains confined in the Riley County Jail at the time of this report.

Jessica Urbina, 21, of Manhattan, was arrested at approximately 5:53 p.m. on Jan. 15 in the 300 block of Twelfth Street in Ogden on a Riley County District Court warrant for probation violation. This arrest stems from original charges of possession of fentanyl, hydrocodone/drug paraphernalia. Urbina was issued a total bond of $15,000 and remains confined in the Riley County Jail at the time of this report.

Officers executed a search warrant at approximately 5:36 p.m. on Jan. 15 in the 300 block of Twelfth Street in Ogden. The results of the search warrant led to the arrest of Luke Johnson, 63, of Ogden, at approximately 5:48 p.m. for use/possession with intent to use drug paraphernalia, interference with a law enforcement officer and possession of opiate/opium/narcotic or certain stimulant. Johnson was issued a total bond of $12,000 and remains confined in the Riley County Jail at the time of this report.

Mahbooba Babrakzai, 41, of Manhattan, was arrested at approximately 1:50 p.m. on Jan. 15 for battery of a law enforcement officer in the 1000 block of S. Seth Child Road. A 34-year-old man was listed as the victim in the report that was initially filed on Nov. 21, 2025. Babrakzai was issued a total bond of $15,000 and remains confined in the Riley County Jail at the time of this report.

Nathan Bell, 30, of Manhattan, was arrested at approximately 1:25 p.m. on Jan. 15 on a Riley County District Court warrant for battery of a law enforcement officer in the 1000 block of S. Seth Child Road. A 40-year-old man was listed as the victim on a report that was filed on Nov. 3, 2025. Bell was issued a total bond of $15,000 and remains confined in the Riley County Jail at the time of this report.

Katrina Fair, 40, of Manhattan, was arrested at approximately 10:05 a.m. on Jan. 15 on a Riley County District Court warrant for probation violation. This arrest stems from original charges of theft. Fair was issued no bond and remains confined in the Riley County Jail at the time of this report.

MANHATTAN, KAN. – The Riley County Police Department made two arrests Tuesday, Jan. 13, during a traffic stop, followed by the execution of a search warrant at a Manhattan residence.

David Labombarbe, 39, of Manhattan, was arrested at approximately 3:32 p.m. in the 2700 block of Pembrook Place. Labombarbe was charged with distribution of material containing fentanyl within 1000 feet of a school (less than 10 units), distribution or possession with intent to distribute methamphetamine within 1000 feet of a school, distribution or possession with intent to distribute fentanyl within 1000 feet of a school, possession of cocaine, possession of a hallucinogenic drug, and possession of paraphernalia with intent to manufacture/plant/cultivate controlled substance. Labombarbe was issued a total bond of $300,000 and remains confined in the Riley County Jail at the time of this release.

Bailey Crumpton, 27, of Manhattan, was arrested at approximately 3:43 p.m. in the 2700 block of Pembrook Place on two counts of possession, including fentanyl and cocaine, and possession of a depressant. Crumpton was issued a total bond of $7,000 and is no longer confined in the Riley County Jail.

MANHATTAN, KAN. – The Riley County Police Department arrested three individuals on drug-related charges following the execution of two search warrants on Dec. 30, 2025, stemming from an ongoing investigation.

Scott Marchand, 48, of Manhattan, was arrested at approximately 12:34 p.m. in the 3200 block of Fort Riley Blvd. Marchand was charged with four counts of distributing or possessing with intent to distribute heroin/fentanyl within 1000 feet of a school, two counts of distribution of opiate/narcotic/certain stimulant/heroin within 1000 feet of a school, two counts of use/possess with intent to use drug paraphernalia, one count of criminal use of weapons, one count possession of an opiate/opium/narcotic or certain stimulant and one count of manufacture/plant/cultivate a controlled substance. Marchand was issued a total bond of $156,000 and remains confined in the Riley County Jail.

Angeli Moragne, 39, of Ogden, was arrested at approximately 1:40 p.m. in the 2400 block of Walden Lane and charged with distribution or possession with intent to distribute heroin/fentanyl within 1000 feet of a school and use/possession with intent to use drug paraphernalia. She was issued a bond of $25,000 and remains confined in the Riley County Jail. 

David Labombarbe, 39, of Manhattan, was arrested at approximately 9:48 p.m. in the 1600 block of Woodcrest Drive. Labombarbe was charged with three counts of possession opiate/opium/narcotic or certain stimulant, two counts of distribute or possess with intent to distribute heroin/fentanyl within 1000 feet of a school, one count distribution of opiate/narcotic/certain stimulant/heroin within 1000 feet of a school, one of count of distribution of certain depressant withing 1000 feet of a school, one count of possession of substance in KSA 65-4105(h) [opiates], one count of use/possess with intent to use drug paraphernalia, one count of manufacture/plant/cultivate a controlled substance and one count of criminal use of weapons. Labombarbe was issued a total bond of $150,000 and remains confined in the Riley County Jail.

MANHATTAN, KAN. – New Year’s Eve is one of the deadliest days of the year for drunk driving.

Riley County Police Department joins law enforcement across the state to provide education about the importance of driving sober. Drivers can expect to see increased law enforcement presence on local roads during the statewide Taking Down DUI campaign, which runs Dec. 26-Jan. 2. 

According to the National Highway Traffic Safety Administration, every day about 34 people in the United States die in drunk-driving crashes — that’s one person every 42 minutes. These deaths were all preventable. 

If you’re drinking, don’t drive. Being a responsible driver is simple: 

• Plan a safe ride home before the party. If you drink, don’t drive, call a ride-share, taxi or a sober friend.

• If someone has been drinking, take their keys and arrange a sober ride home.
• If you see an impaired driver, contact local law enforcement.
