Public Information Officer
The Riley County Police Department's point of contact for all media requests and public relations is the Public Information Officer (PIO). The role of the PIO is to maintain positive and open communications with the media and the public. The PIO will also ensure citizens' awareness of items relating to the Police Department, public safety, and both state and local laws.
The Riley County Police has a designated PIO, Aaron Wintermote who ensures that all media inquiries and public relations events are handled in a timely and efficient manner.
Aaron Wintermote was named as Riley County Police Department's new PIO in August of 2020. He currently facilitates the department's social media accounts as well as acts as the public relations officer. Prior to working for RCPD, Aaron worked in the communications offices of K-State Athletics and USA Softball. Aaron received a bachelor's degree in Strategic Communications with an emphasis in advertising from Kansas State University.

The Riley County Police Department (RCPD) is a major source of news in the Riley County community. Like the news media, RCPD operates 24 hours a day, 365 days a year. We serve the citizens of this community, in part, through collecting and sharing important information.

- Fingerprinting Services

The Riley County Police Department provides fingerprinting services for a variety of applications and licensing. There is no need to schedule an appointment as fingerprints will be available on a walk-in basis only.

Manhattan, KS 66502Fingerprinting is available Monday through Friday from 8 am to 4 pm in the front lobby. Some general licensing applications examples that can benefit from this service include teachers, daycares, adoptions, nursing, insurance, and others not mentioned.
The cost for application and background check purpose fingerprinting is $15. We accept most forms of payment, to include cash, check, money order, and credit/debit cards.
The cost for Concealed Carry Licensing will continue to be $32.50 and can be paid through the same avenues.

July 4th is observed as the birth of American independence with celebrations ranging from fireworks, parades, and get-togethers. The Riley County Police Department wants to educate the public about local laws and ordinances surrounding the holiday to ensure the public's safety.
Each city in Riley County has different rules and regulations in regard to Fireworks. No bottle rockets or M80s are allowed in the State.
Manhattan
Discharge 8 am to midnight, July 1 through 4
- Sales are allowed from noon July 1 through midnight July 4
- Unlawful to discharge fireworks in streets, alleys, parks or on public property.
- Unlawful to throw or shoot fireworks in the direction of people or vehicles.
- Unlawful to ignite aerial luminaries, sometimes called sky lanterns or floating lanterns.
Ogden
Discharge 8 am to midnight, July 1 through 4
- No discharging fireworks in the streets or roadways
- Fireworks are allowed in City Park
Riley County
Discharge 8 am to midnight, July 1 through 4
- "...Shall not prohibit the discharge, firing, or ignition, at any time, of approved fireworks as set forth in Section 6, herein, upon land zoned for agricultural purposes pursuant to the zoning regulations of Riley County, Kansas, and with permission of the landowner or tenant, provided any such discharge, firing or ignition does not occur within 200 feet of any property line."
How to File a Complaint
Do not call 911 for firework noise complaints. Only call 911 for emergencies. If you call 911 for a non-emergent matter, our highly trained team of dispatchers will politely ask you to call back on our administrative line so the emergency line is free for critical use. To file a noise complaint for firework issues outside of the lawful hours posted above, please call our non-emergent line at 785-537-2112.
Firework Safety
Before you go out to celebrate, please read some safety tips from our friends at the Manhattan Fire Department.
- Soak used fireworks in a bucket of water prior to disposal
- Always read the fireworks label for proper firing instructions
- Use fireworks only in a clear area away from houses, buildings, and dry grass
- Fireworks should not be ignited in glass or metal containers
- Never hold fireworks in your hand when lighting
- Keep observers at a safe distance
- Fireworks should only be discharged under adult supervision
- Have a bucket of water, garden hose or fire extinguisher close

Pet Safety
Fireworks may be enjoyable for some people; however, some pets may find the loud noise disturbing.
If you can:
- Keep your pet indoors, in a quiet room
- Never leave alcoholic drinks unattended near animals
- Keep pets away from fireworks or flames, including unlit fireworks they could ingest
- Keep identification tags on pets in case they get disoriented and run away from home

Game-day parking ordinances will be in effect for all home football games. Restricted parking is enforced in order to address congestion, access, and safety concerns. Parking will be prohibited and tow zones established will be enforced along the following streets:
- South side of Hobbs Drive from Winnie Drive to Kenmar Drive
- South side of Vaughn Drive from Ranser Road to Kenmar Drive
- South side of Cassell Road from Ranser Road to Kenmar Drive
- West side of Ranser Road from Cassell Road to Hobbs Drive
- West side of Kenmar Drive from Kimball Avenue to Hobbs Drive
- South side of Winnie Drive from Kenmar Drive to Ranser Road
- West side of Winnie Drive from Ranser Road to Hobbs Drive
- North side of Sunny Circle and the North side of Meade Circle
- West side of Parkway Drive north of Kimball Avenue
- East side of Hillview Drive from Kimball Avenue to St. Christopher Circle
- South and West sides of Snowbird Drive from Tamarron Terrace to the end of the Snowbird cul-de-sac
- Skyler Circle from Snowbird Drive to the end of the cul-de-sac
In designated areas, property owners are permitted to allow temporary front yard parking on game days.
