On September 6, 2020, at approximately 12:14 am, Riley County Police Department Officers came in contact with Joshua Stepney, 31 of Manhattan in the 1200 block of Moro St. Mr. Stepney had an active arrest warrant through the Riley County District Court for Probation Violation. Mr. Stepney physically resisted the officers when they attempted to arrest him. RCPD Officers placed Stepney’s arms behind his back and utilized a wrist lock technique as he continued to resist being placed in handcuffs. The wrist lock was released once Stepney was placed in handcuffs. After his arrest, Stepney appeared to experience a medical emergency. Manhattan Fire Department and Riley County EMS were dispatched to the scene and provided medical assistance. RCPD officers closely monitored Stepney until medical responders arrived on scene. Stepney was transported by ambulance to Via Christi and later released. Stepney was transported to the Riley County Jail. Stepney was arrested on the offenses of Interference with law enforcement officers and probation violation. Stepney was issued a total bond of $8,000.00 causing him to remain confined at the time of this release.
